defconfig: msm: Add support for SMD-RPM clocks 



SMD-RPM clocks are required to be enabled for sending clocks requests to
RPM owned clocks.

Also cleanup the CONFIG_MSM_MDSS_PLL which no longer required as we select
CONFIG_COMMON_CLK.
