ath10k: Add phyerr event changes for HL1.0

HL1.0 firmware sends phyerr_mask in the phyerr
event, which needs to be used to determine the
type of phyerr.

Add the phyerr_mask parameters for HL1.0 in the
phyerr wmi event.
