defconfig: Enable and disable few configs for MSM8996

This change enables and disables below list of configs to
address the MSM8996-MTP bootup issue on 4.4 kernel.

Enable configs:
CONFIG_QUOTA
CONFIG_QUOTA_NETLINK_INTERFACE
CONFIG_QFMT_V2
Disable config
CONFIG_PRINT_QUOTA_WARNING
