defconfig: Enable few configs for SDM660

This change enables below list of configs to
address the VTS KernelConfig and KernelProcFileApiTest
test case failures for SDM660.

Enable configs:
CONFIG_QUOTA
CONFIG_QUOTA_NETLINK_INTERFACE
CONFIG_QFMT_V2
CONFIG_SECURITY_PERF_EVENTS_RESTRICT
CONFIG_TASKSTATS
CONFIG_TASK_XACCT
CONFIG_TASK_IO_ACCOUNTING
CONFIG_UID_SYS_STATS
