power: qpnp-fg: retrieve the cycle counter from FG SRAM when device boots

Cycle counter is stored in fuel gauge (FG) SRAM and it will be
updated based on the specified low and high SOC thresholds. When
the device restarts, cycle counter variable would get reset to
zero. However it should be updated with the real value stored in
FG SRAM as it will be retained until the battery is removed.
