clk: qcom: clock-alpha-pll: Fix votable PLL handoff

The alpha PLL handoff code reads the mode register and
marks the PLL as 'on' for a pll that is locked. However,
the PLL may have turned on because of another processors'
vote, and that vote can go away at any time - Linux would
not know and assume the PLL is still on.

Unconditionally put in the vote for the PLL if it supports
FSM mode and the PLL is locked at the time it's handed off.
