ARM: dts: msm: enable quotient interpolation for APC regulators on msm8992 



Enable all possible CPR target quotient interpolation for
cpr-regulators APC0 and APC1 on msm8992. Also enable initial
voltage interpolation for SVS corners. This ensures that
power is saved when running at intermediate frequencies.
