mtd: msm_qpic_nand: Add support for PM disabled targets.

Remove the bus-scaling dependency from the driver.
Some targets may not use PM and enable CONFIG_MSM_BUS_SCALING.

Since onfi is not used, a new nand-id is added for fsm9010 targets.
