power: qpnp-smbcharger: update the delay on usb_rid change 



The delay between an usbid interrupt and the ADC finishing the
conversion is tested to be up to 15 milliseconds. Wait for at least that
long to ensure the RID value read from the peripheral is correct and
updated.
