ARM: dts: Introduce new throttling scheme on apq8084

Introduce a new throttling scheme on APQ8084. Mark VFE and MDP masters
as real-time masters whose bandwidth need to be considered to throttle
some non-real time masters such as CPU/GPU. This dynamic limiting will
be done at frequencies less than 100 Mhz.
