msm: clock-8916: cleanup code for 8916

- gcc_camss_micro_ahb_clk, added block control reset
- gcc_camss_vfe_ahb_clk, branch to allow set rate
- xo_wlan_clk required for wcnss added to clk_list
- snoc voter clocks for MMSS not required as the bus
driver will use the snoc_msmbus_clk voters.
