usb: phy: Add autonomous mode support for QMP SS PHY

In autonomous mode, the PHY can perform receiver detect
and/or LFPS detect and generate a wakeup interrupt without
requiring control signaling from the USB controller. This
Will allow power collapsing the USB controller.
