ARM: dts: msm: Add the cpu clock controller device for MSM8992

Replace the dummy cpu clock controller device on MSM8992 with the
real cpu clock controller. Also limit the A53 cluster to run at
787.2MHz and the A57 cluster to run at 384MHz.
