ARM: dts: msm: Remove clock gating SPM command for 8x10 v1 and v2

Currently some of the cores SPM sequence having the clock gating
command. This clock gating command is not required in cores SPM
command sequence because internal clock gating is done when the
cores execute the WFI command.
