ARM: dts: msm: Update 8x10 panels ON/OFF commands

GCDB update was off by recent ON/OFF commands changes
for all 8x10 target panels. This leads to
display artifacts for truly panel during different
test scenarios. This change fixes all those commands
for all panels.
