ARM: dts: msm: fix the APC0 nominal initial voltage adjustments on msm8994

Currently for the MSM8994 parts that have APC CPR fuse revision 3
or 4, the open loop initial voltage for the nominal fuse corner
is reduced by 45 mV instead of the suggested 25 mV. This could
potentially undervolt the CPUs when running at nominal
frequencies. Fix this.
