ARM: msm: add active setting of I2C GPIO mux

I2C bus recover function use active setting of GPIO mux to
start a I2C bus recovery, I2C pins will be configure to wrong
mux state when this activate setting is missing. Add I2C GPIO
active setting for msm8226 and msm8610 to fix this issue.
