power: smb135x-charger: Add a debugfs node to force-recharge 



Restarts the charging if has been held-off due to charge-inhibit or
recharge threshold.

To resume charging when charger is in inhibit, disable and re-enable
inhibit with appropriate delays. To resume charging when the battery
is above the recharge threshold, disable and re-enable charging with
inhibit disabled.
