usb: usb_bam: add support for IPA rm voltage control

The IPA resource manager added support for voltage
voting based on interfaced core's requirements.
Adding support when creating the resources. As the
USB core can deliver the required throughput when
running in SVS, this floor_voltage requirement is
hard-coded.
