USB: storage: set BDI_CAP_STRICLIMIT and max_ratio for USB UICC devices

The USB UICC devices have storage interface along with smart card
interface. These devices are full speed devices. Set BDI_CAP_STRICTLIMIT
and max_ratio for these devices to prevent data intended for these devices
accumulating in large amount in page cache which can take a long time to
sync when such devices are umounted.
