ARM: dts: msm: Add the 1.7664 GHz speed bin to MSM8994V2

A new speed bin has been characterized that allows the
A57 cluster to run at a maximum of 1.7664GHz. Add the
table the corresponds to this speed bin and update
cpufreq and devfreq mappings. On the existing speed bin
(speed bin 0), rounding down of 1.7664 to 1.728GHz will
ensure that we maintain the usual gap between the
frequencies.
