ARM: dts: msm: Increase PMIC delay to allow S2 buck settling.

The recommended value for PM8916 S2 buck settling time is 1.6ms.
So added a command 3F to L2 SPM sequence to add 1ms delay and modified
last nibble in PMIC data register to 0x05 to add 600us delay.
