usb: gadget: ecm: Improve handling of SET_ALT received from host 



Improve handling of SET_ALT from host for ECM.
The new implementation supports hosts that may send
SET_ALT 0 during suspend and SET_ALT 1 during resume
eg. OS X Yosemite.
