ARM: dts: msm: use fused open loop voltage as ceiling for msm8939

Use the per-fuse-corner initial voltage values as the ceiling voltage
values. This ensures that the closed-loop settled CPR voltages can never
exceed the fused open loop voltages even when the device gets very hot.
