ARM: dts: msm: Update CPR configuration for 1.1 GHz power cluster

On MSM8939 1.5 GHz chips, the 1.1 GHz power cluster cores require a
higher initial voltage and target quotient than 1.5 GHz performance
cluster cores. Map corner 22 to 1.1 GHz power cluster and bump up the
initial voltage and target quotient accordingly.
