ARM: dts: msm: Increase venus clock frequency from SVS to nominal for VC1 



Venus firmware taking huge time in bit plane decoding for VC1 bit streams,
which is resulting frame drops.
Increasing clock frequency from SVS to nominal for load 1080p 30fps.
