cnss: Update platform driver APIs for SSR

Add independent subsystem restart support for WLAN PCIe modules so that
it has the mechanism to recover from firmware fatal errors; and it also
collects the RAM dump. CNSS platform drvier will shutdown the WLAN host
driver during SSR; it also reinitializes WLAN host driver.

Also update CNSS platform driver device tree entries since they are
required by this change.
