sched: cleanup: rename SCHED_FEAT_USE_TREE_AVG to SCHED_FEAT_TREE_AVG



cleanup: rename SCHED_FEAT_USE_TREE_AVG to SCHED_FEAT_TREE_AVG, to
make SCHED_FEAT_ names more consistent.
