ARM: dts: msm: update USB2 emu phy init sequence



On some RUMI units it is seen that the PHY is not correctly
running at 60MHz UTMI clock frequency. Add additional reset
assertion in the beginning of the sequence which helps to
properly bring the PHY to the correct state.
