drm/msm/sde: enable continuous splash 



Enable continuous splash after reading MDSS
registers for enabled interfaces. Add MDSS
resource vote during SDE_KMS hardware
initialization. Disable cont_splash flag
in complete_commit function and
release the MDSS resource vote.
