clk: sunxi-ng: mux: honor CLK_SET_RATE_NO_REPARENT flag 



This patch adds support for the CLK_SET_RATE_NO_REPARENT flag to the
mux determine_rate helper, based on examples from clk-composite and
clk-mux.
