[ARM] 4416/1: NWFPE: fix undeclared symbols

Fix the undeclared symbols sparse is warning about.

arch/arm/nwfpe/softfloat.c:1727:7: warning: symbol 'float64_to_uint32' was not declared. Should it be static?
