staging: comedi: move COMEDI_NUM_MINORS and COMEDI_FIRST_SUBDEVICE_MINOR 



The macro definitions `COMEDI_NUM_MINORS` and
`COMEDI_FIRST_SUBDEVICE_MINOR` are only used in "comedi_fops.c" so move
them to there from "comedidev.h".
