mlxsw: spectrum_switchdev: Publish two functions 



Publish the existing function mlxsw_sp_bridge_port_find(), and add
another service accessor mlxsw_sp_bridge_port_stp_state(). Publish both
in a new file spectrum_switchdev.h.
