staging: comedi: drivers: remove bogus ni_mio_c_common.c

The zero-length file "ni_mio_c_common.c" was inadvertantly created by
commit e563637b ("staging: comedi: Use ARRAY_SIZE for sizes of
arrays").  Remove it.
