dt-bindings: batterydata: Add jeita-fcc-scaling related properties

Add below propeties to enable and configure jeita-fcc-scaling
algorithm :

qcom,jeita-fcc-scaling
qcom,jeita-fcc-scaling-temp-threshold
qcom,jeita-scaling-min-fcc-ua

All of this property needs to be set with valid values to enable
jeita based fcc scaling.
