ARC: [nsimosci] Enable ARC PGU on nSIM OSCI virtual platforms 



With required ARC PGU updates that allow it to be used on simulation
platforms we may finally utilize ARC PGU in nSIM OSCI virtual platforms
with modern Linux kernels.
