netfilter: Don't hide NETFILTER_XT_MATCH_ADDRTYPE behind NETFILTER_ADVANCED



Docker needs NETFILTER_XT_MATCH_ADDRTYPE, so move it out from behind
NETFILTER_ADVANCED and make it default to a module.
