ARC: configs: remove no longer needed CONFIG_DEVPTS_MULTIPLE_INSTANCES



Since commit eedf265a ("devpts: Make each mount of devpts an
independent filesystem.") CONFIG_DEVPTS_MULTIPLE_INSTANCES isn't needed
in the defconfig anymore.
