i2c-qcom-geni: Add I2C GENI driver snapshot

This change ports I2C GENI driver and its dependencies
from msm-4.14 to msm-4.19. All the files are as is from
msm-4.14. Additional changes were made to i2c driver to
support 4.19 kernel.

This i2c geni driver snapshot is taken as of msm-4.14
 commit: f9d8e0f 97f759c
    (Merge "UPSTREAM commit '4593b60130a84ec26b8afced
     5b7732d7854787ae' on 12/21").
