drbd: Minor cleanups



 . Update comments
 . drbd_set_{in,out_of}_sync(): Remove unused parameters
 . Move common code into adm_del_resource()
 . Redefine ERR_MINOR_EXISTS -> ERR_MINOR_OR_VOLUME_EXISTS
