ARM: dts: qcom: specify 1.5A ICL when charging with HVDCP2 at 12V 

Specify 1.5A ICL when charging with HVDCP2 at 12V. This limits the power
drawn from HVDCP2 adapter to be less than 18W to avoid HVDCP2 adapter
collapsed at 12V.
