Bluetooth: Introduce HCI_QUIRK_FIXUP_INQUIRY_MODE option



The HCI_QUIRK_FIXUP_INQUIRY_MODE option allows to force Inquiry Result
with RSSI setting on controllers that do not indicate support for it,
but where it is known to be fully functional.
