ANDROID: Revert "ANDROID: db845c_gki.fragment: Remove DWC3 modules built into GKI"

This reverts commit e79620eb.

The underlying change to gki_defconfig to enable DWC3 was
reverted - see commit 59fd4b22  (Revert "ANDROID: GKI:
Enable CONFIG_USB_DWC3") - so the matching db845c config
changes needs to be reverted too.

Note: This patch doesn't re-add the CONFIG_USB_DWC3_DISABLE_GADGET_SG
config from the revert, as that is a junk config that doesn't
actually exist in the tree.
