ANDROID: GKI: defconfig: modify debug configs

Turn on CONFIG_PANIC_ON_OOPS and CONFIG_BUG_ON_DATA_CORRUPTION and
change panic timeout to -1 (immediately). CONFIG_DEBUG_LIST is now
selected via dependancy instead of explicitly.
