platform: msm: Add snapshot of QPNP_REVID driver

QPNP_REVID driver provides the PMIC revision, type and subtype
of every PMIC device to the peripheral drivers on request. This
is used by peripheral drivers to configure the hardware properly.

This is taken as a snapshot from msm-4.19 kernel
commit 9a702c565e5a ("Use 'GPL-2.0-only' as the
SPDX-License-Identifier tag").
