mhi: core: prioritize BHI error debug registers set dump

In some error scenarios, adequate information is not obtained
from the debug registers dump as by the time the table of
registers reaches BHI error registers, the link state has gone
bad. Prioritize those BHI error registers so that they come up
first in the list of registers to dump upon any error scenario.
