defconfig: lahaina: Enable LIMIT_MOVABLE_ZONE_ALLOC



Enable support to limit the allocations which can be made from the
Movable zone in order to help reduce the likelihood of a page in the
movable zone being pinned because that would prevent memory from
being offlined.
