Revert "FROMLIST: scsi: ufs-qcom: Adjust bus bandwidth voting and unvoting" 



Revert commit cfe099a8bdff ("FROMLIST: scsi: ufs-qcom: Adjust bus bandwidth
voting and unvoting") due to it has major changes in its latest version.
