USB: Add LPM quirk for Silicon Motion Flash drive

when check usb packet of the thumb drive,
found it have issue of LPM resume signal, which cause device repeat
disconnect and connect.

add USB_QUIRK_NO_LPM quirk to disable LPM, then drive can work.
